Jun/Jul in Southern England: is the average temp really 15 celcius?

That's what one weather site said, but I thought it would be more like 20 or low 20's. What is it normally?

Depends. Remember we are a small island so weather is very changeable depending where you are. On the coast you'll get 15'C temps atm where central London would be around 21, although it is colder so far this year, should be about 20's at least even on the coast by now.

If it weren't for the Gulf Stream we'd be as cold as Scandinavia. Saying that, Scotland is damn cold all year round.

I played rugby with some Scottish guys and if it was 60 degrees F, they be going shirtless.

Most Americans don't realize how far north England (and the rest of Europe really is). Look at a globe, England is about 10deg N of NYC; hell, most of Europe (except Spain and Portugal) is north of NYC. Don't know much about weather patterns, etc. but being that far north and an island will have a significant impact on regional weather.

Yeah; it really can get up to mad temperatures sometimes. The other day around the Heathrow stretch of the M25 (circular motorway ("freeway"?) that surrounds London), the car was registering 31C when it was moving at 50mph.
