I can only view jpg files in windows picture and fax viewer. The files won't open in IE or Photoshop. They were backed up off a laptop hard drive before doing a reinstall of XP. XP had some corrupt system files and after running for over 5 years felt it was a good idea just to start over. The hard drive tested fine with no errors after I backed up the pictures. But now they won't open with anything but picture viewer, thumbnails are there, everything. Various erros from photoshop on them, compression errors, some say truncated file.

Any suggestions why image viewer can open these but photoshop can't?
 
Download and install free Irfanview. If the photos can be opened there, they can be saved elsewhere, and then Photoshop can probably open them. If not, I would say you need to reinstall Photoshop.

If the files are corrupted, you are SOL.

With Windows Viewer, can you do a SAVE AS to another image format?

 
Yeah - it is strange - but that is the solution. OPen and save each one. May take a while. Irfanview can do that in batches. Might save some time.
