Jpeg to vector using Adobe Illustator

How do I convert a jpeg or bitmap image into a vector image. I'm completely new to Adobe Photoshop and Illustrator but I learn quickly. I took a screen shot of my desktop and pasted it in adobe and saved it as a JPEG image. I'd have rather saved it as a vector image so I could resize it in Flash without blur. Is there a way to paste a screen shot in Illustrator and save it as a vector image for direct use with Flash?

There's no satisfactory way to convert a bitmap image (like jpeg) into a vector image. A bitmap image is just a collection of colored dots, a vector image is a collection of mathematical equations used to create an image.
 
The only JPEGs that can be converted to vectors are those that you could make line drawings out of.
