JPEG: "Generating Preview"

When I try to opena JPEG pic the windows (xp) Viewer reads "generating preview" for 15 seconds before loading.

How can I fix this. Its new...
 
What's new? The JPEG? The computer? The mouse you're using to open the JPEG? The monitor you're using to view the JPEG? The stack of post-it notes next to your monitor reminding you to buy more ram or a faster CPU or a faster videocard?
