given the lack of tech sophistication in congress, you need to present the issue in a way that would make the elected official have a pucker moment when it comes to legal consequences or personal/family embarrassment. bork and the video store rental history was the pucker moment for them in the 80's. you need something equally cutting and relatable for today.
