Not really. One of his duties during the revolution and early years of the republic was to beg for loans from France and the Netherlands.

There's a difference between begging for loans, and sometimes getting them and sometimes not, probably always repaying them, as opposed to just printing more and more money into debt with no hope of ever repaying it.

When those fantastic loans also allow Government to grow exponentially, capturing a great part of the Gross National Product, enabling a Police State, making it more expensive to live, because of lawyers, insurance companies, regulations and taxation, you begin to approach an untenable state.

You're not very well-read. Adams was a yuuuuge proponent of a large and powerful centralized government that provides much to the people. The main reason that his bestie Tom Jefferson and himself had many spats.
