It comes from an incident that happened in Austrailia in the late 90's. As a promotion, a local chain of donut shops placed donuts in the sacks of female Kangaroos. If you found a "joey bag of donuts", you'd win a prize.
 
I remember it from a standup comedy show that was on HBO/showtime a long time ago (mid 80s?)

There was a special that was filmed at Dangerfields... Rodney would introduce up and coming acts... I think the Diceman was on there before he was really famous... and there was a comedian named Dom Irerra. His standup routine was about growing up in an italian neighborhood and how everyone had funny names... like Big Petey, Little petey, Re-Petey, Joey Bag of Donuts, ...

At least that is where I remember it from!

Yeah, I remember that. Madden had a bunch of nicknames for the Packers besides Winters. He was "bag of doughnuts" Winters-or the "baker". Don Davey was the "butcher", Sean Jones the "banker" & Reggie White was the "minister".
