I think that 18 million is just for the cost to develop and host the federal reporting system.

All other resources for ARRA reporting...at least for my state/agency...have been "redirected."

My agency is not getting PAID to do this reporting....at least thats how it stands for now.

Yeah, 18 million dollars is way to much.

ayabe, some places need new roads that's great and all, that doesn't counter act the burden this money has put on the nation. we're at negative job growth and according to our white house predictions the stimulus has not helped at all. that's what im going by. we don't know what would of happened if they never did it, we don't have time machine technology, but by their predictions we are WAY off from where they said we should be.

No we don't - but you seem so certain that all of this money has been swindled without any positive benefit to society. If I didn't have first hand knowledge to the contrary I would probably be a little more concerned than I am.

I don't believe the stimulus was/is enough and I felt that way from the beginning, it also cannot be spent or dispersed fast enough. I do not have a handy solution for that, I'm not privy to all of the obstacles, but in some cases, state laws regarding contracting are actually interfering with the states being able to spend the money. California in particular has some of the most retarded contract law in the nation.

The staff for the data input and collection I would guess was already in place. Same with the facilities for hardware and staff. Now you have 18 million dollars to find developers and pay for hardware and software licensing... That's a shitload of developers, hardware, and software you can buy with 18 million dollars.

Those resources already in place would have been paid for and tasked to do specific jobs...and therefore paid out of specific funding sources. As a new job comes along (say ARRA) they would have to tap into the ARRA $ pot to pay for ARRA related projects taken on by these resources in place.

Otherwise, the ARRA work is "redirected" meaning, some other pot of money is paying for that job. Most agencies don't like doing that.

So when I see a price tag of 18million I think one of two things happened. The Fed is getting ARRA money to pay for existing resources OR they are hiring specifically for this job. Just my .02

Um. I hope that people realize that the original VC funding for eBay was 5 million dollars.
(Hint: eBay is 100x more complex of a site)

Well we spent a bunch of money that I don't think we should of in the first place. Things haven't gotten better, one could make the argument things got worse AND we have a huge bill to pay. So... yeah...
