Yes that is always 3-4 points above the the main published number. So even when the economy was booming because of the dotcom bubble, it was still 8%.
And just what was the women's labor participation rate doing during that time? It was dropping. The need for two incomes was dropped.

The rate now is due to long-term unemployment and underemployment.

And the labor participation rate is about 1% different than it was at the peak of the dot com boom.?

Actually the current trend appears to be genx moms are staying at home to care for kids, rather than work...
