Job Application question

There is a section in this one form that asks for references, but it says "do not include relatives or employers." I'm confused by that. Who else can I list that'll be useful as a reference?

Your teacher, the father at your church, etc etc

I often times put down my high school counselor (helped me get through hs) as a reference, and some of my high school teachers that I was really cool with.

If they are your "friends" sure

Friends, Neighbors, Co-workers, Guidance Counselors, Teachers, Mentors, Leaders of ExtraCurricular Activites (a scoutmaster, director of a community service activity, Relgious Leader) Family Friends, Employers of jobs like a baby-sitter or paperroute, which aren't appropriate to put on previous employment sections.
