So far, I was trying to move to another department for career growth and to learn new skills.

However, it seems like my current department is trying to delay the transfer by going to the senior manager for both departments (we work very close with the other department, headed by the same senior manager) and saying things about being understaffed, etc.

Now, the senior manager just called me into his office Friday to say that the transition may take a long time because

1) there is no such position that I want to transition to in the other department, that they have to create one
2) my current department is understaffed, so they want a longer transition period
3) there is the budget issue

I just talked with the hiring manager from the other department about 20 minutes ago who now says that they will push for my transfer, but that if I don't get the milestones I seek by certain dates, to take action.

I was not planning on leaving this job, but now it seems like I might have to. Any advice?

how long of a delay?

I just had this happen. an internal transfer got delayed because we kept having people leave my existing dept before I could get out. I interviewed for the position in early to mid-march, but did not start my new position until late may. I was originally told it would only take 2-3 weeks to make the transfer, but it kept getting pushed back. Another co-worker is also making the switch. We interviewed the same time, but he doesn't get to leave until july 1, or so they say.

I am not sure, but the other department is willing to have a transition period of upto one month.

The thing is, because of my current department's tactics, I have not even received a formal offer from the other department since we need the senior manager approval, so discussion on transition has not yet begun.
