Job Ad Question - Network Admin

I like to read through the computer jobs in the Sunday paper. Now I'm no computer wizard, but it makes me feel superior that I can understand the ads with all their acronyms and crazy wording. This past Sunday I ran across an ad that I don't understand. What does this mean?

"...building and/or establishing computer system user networks to mainframe integration..."

What does this mean?

I think it's supposed to be:

From "building and/or establishing computer system user networks " to "mainframe integration" ... kind of infer that a large range of enterprise skills should be needed, including user networks and mainframe integration. Sounds like a decent job.
