This exe wants access to the Internet, but I don't know what it is. Any help guys?

I would get rid of it personally, if there is nothing on it, I consider it bad

Sounds like spyware/adware that uses randomly generated filenames and registry key names to help evade detection. I bet if you delete it, it'll just come back either immediately, or after the next reboot.
