jetway v266b HELP ME URGENT!!!!

I have a Jetway V266b Mainboard and when I boot it says "CPUFAN is not functioning properly" is it the board or is it the fan? Any suggestions would be helpful as this error is slightly annoying.:disgust:

Is the plugged in? To the CPU fan header? Does the fan have an RPM sensor? Some boards won't POST without sensing one and of at least a certain minium RPM(usually 2000).
