Or the fellows we're being smart and assembled the upper run off the lower, then slid it over where it belongs and anchored it down.

That's what I thought at first too, but looking at the image I'm not sure that's what happened. It looks like it's already been anchored.

Also, since the entire stair assembly could be put together beforehand I'm not sure it would be necessary to work on it from the lower steps.

I don't do such things for a living, though, so I can't say for sure.

It's possible that the stairs were installed properly, but they decided to switch them around and just started with the top ones first.

The other set is supposed to go on the right with a section around it, either way it's built much too flat on the downstaris and steep on the upstairs so chances are that they got that wrong too.

Doesn't look at all like that to me. I see what appears to be the top of the lower stringers on the right, a set on the left that look like a very reasonable rise and run, and an upper set that need to move to the right. I could well be wrong, I've only ever built a dozen or two sets of stairs.
