Eau de Parfum is translated to "Perfume Spray". Eu de Toilette is translated to Toilet Water.

if you want to reek, put on perfume.

if you don't want to reek as much, put on eau de parfum.

if you want to give the hint of scent, eau de toilette is your best bet.

and men, eau de toilette is the same as cologne. and believe me, hint of scent is the best. do not need to be smelling you two hours later.
 
My guess is that it has something to do with... well, since it is not as concentrated as perfume, you splash it on liberally after you come out of the toilet. An expensive after bath splash.
