Jerky mouse when loading websites in IE -- Win98

On my parent's computer, when you are on the net surfing the web in IE, the mouse is jerky and hardly moves when you are loading a website. The computer is an AMD K6-2 400, and the moust in a Microsoft PS2 mouse. I can't think of anything that caused this to happen. It's slowy getting worse as time goes on. What can I do to fix this very annoying problem?
 
I fought this for weeks on a system I built for a friend. BIOS settings, different mouse, different modem and in different slots. Ended up it was the motherboard.
 
I have cleaned it.. It's not a dirty mouse symptom. This is totally different.

128mb of RAM is in the system. It ran fine for a while after loading Winblows98, but for about the last 4 or 5 months, it's been doing this.

I hope it's not anything major.. if so, i'll just deal with it 🙂 parents are probably going to upgrade within a year anyway.
