“A child drowned in a pool and the impulse is to pass a law that puts fencing around pools,” he said, “Well it may not change it. Or you have a car accident and the impulse is to pass a law that deals with that unique event. And the cumulative effect of this is, in some cases, you don’t solve the problem by passing the law, and you’re imposing on large numbers of people burdens that make it harder for our economy to grow, make it harder to protect liberty.”

Mr. Bush did actually pass a law that puts fencing around pools, due to a child drownings.

After the House voted 109-8 for the bill on Friday, Preston met Gov. Jeb Bush, who committed to signing a bill that requires new pool owners to pick a way to keep unsupervised children out of the water.

That’s the Sun-Sentinel’s Tallahassee bureau, reporting in May 2000 on a law requiring pool fences, named after a child—Preston de Ibern—who nearly drowned. Florida’s Preston de Ibern/McKenzie Merriam Residential Swimming Pool Safety Act was pushed for three years by then-state rep. (and current Democratic National Committee chair) Debbie Wasserman Schultz, and finally signed by Gov. Jeb! despite its inherent imposition of burdens on large numbers of people.

Bush's insensitive response just shows that Obama was exactly right in his press conference a couple of nights ago: We've been numb to these shootings and we just treat them as routine.

True, but maybe not for the better. While the kid almost drowned, he suffered such bad brain damage that he functions at a 6 mo. old level now, such as being unable to feed himself...he was 5 yo. when he nearly drowned. He's going to have to be cared for the rest of his life.

So, since the bill was pushed, as you say, by one of those bleeding Democrats, why on earth did a Republican dominated legislature in FL vote so overwhelmingly to pass it?

The Republicans held a 25-15 majority in the senate and a 77-43 majority in the house during the 2000 session, so why did the Republican governor even see the bill on his desk if it was so reactionary, didn't solve a problem, was so onerous to home owners, and against everything a small govt. Republican administration stands for?

But, only 8 out of the 120 total seats in both chambers cast a No vote.


Personally, I don't think a law that took 3 years to get through the legislature is much of an impulse law.

Personally, I don't think a law that took 3 years to get through the legislature is much of an impulse law.

Facts never matter in the formulation of right wing opinion. Their ideological "principles" override such considerations entirely.

Let's get this straight. It's legal to leave a child unattended next to a pool, but it's illegal to leave a child unattended in a house with locked doors?

A guy like Alex Jones would say this is a conspiracy to increase the number of drownings. If you want to leave your kid for a few hours and go shopping, only do it if a pool is nearby.

Was Jeb Bush one of the legislators? Or is Jeb Bush not allowed to have opinions/beliefs contrary to a legislator? Maybe suggesting the better option to signing the legislation would have been to shut down the government in protest? Is that the preferred method of handling situations one might not agree with?

None of this makes any sense. Jeb didn't have to sign the law, the law wasn't attached to any appropriations that would have shut down the government, etc. If Jeb thought these sort of laws were bad ideas he could have easily vetoed it. Instead he signed it.

He said you shouldn't respond to a kid drowning in a pool by making new pool regulations when he did almost exactly that as governor. How hard is this?

Most people here were doing it just for insurance purposes before then.

You can walk about 50 yards and fall into one down here sometimes, they are pretty common.

You could maybe put up a fence around the whole coast and the Everglades I guess.

I've been noticing this trend where in their paranoiac obsessive tinged mindsets, Repub politicians, whether they are running for office, or on a panel conducting a witch hunt or on cash hunting jaunts looking for sugar daddies, these folks trip over their own tongues, throw common sense out the window along with their last gram of self respect and actually appear like they are overdosed on meth what with the nervous shifty eyes, trembling hands, barking out loud incoherent rants and all.

They all appear fearfully nervous. They all appear under intense pressure, as if in their manic desire to appease their benefactor's wishes, they choke, they panic, they overreact to the slightest criticism and proceed to make complete idiots of themselves. They say self-incriminating things. They contradict themselves. They lie about babies being chopped up for profit.

Admittedly, Hillary seems to be similarly infected, just not as severely.

And then there's Trump and Sanders. How refreshing, how amazingly comfortable they appear to be in their environment, you know, like they are actually lucid and enjoying themselves. Sure, Trump and Sanders are like opposing magnetic poles in so many ways, yet in this regard they are like what water is to ice.

Jeb Bush and his behavior of late is the perfect example of what I'm describing. Can all of this be attributed to that guy with that swooshing swag of a comb over?

Impulsive laws is NRA-speak for anything remotely anti-gun. Nice of Jeb to carry the water for that poor, oppressed organization.

Actually, while this law Jeb signed is commonly referred to as the fence law, fences around pools was only one option of four listed in the law Jeb signed to try to mitigate some children drownings in pools. The other options to comply with the law were pool/hot tub covers, alarms on windows/doors leading to the pool, or self-closing and latching latches on doors giving access to pools.

According to the bill/law's language, drowning is the most common form of death young children suffer from in Florida. And there are over 1 million pools in the state.

Jeb's brother George signed bills he disagreed with if they passed with enough votes to override a veto. Apparently he didn't want to look like a stubborn jackass in the history books.

Regardless of the circumstances a law in the making for three years is not a knee jerk reaction.
