Java must be used for internet apps. because .NET "isn't safe"??

Below is a quote from an email I got today about a meeting that took place last week about the languages being used on new tools being developed. I don't know anything about Java so I'm not sure if this is correct or not, but it seems a bit bizarre to me. Does anyone have any idea WTF they mean by this:

"Also, anything passed on the Internet needs to be Java for security purposes. VB.Net cannot be used on the Internet for security reasons. VB.Net and C# can mix freely. VB.Net will probably be supported by Microsoft for quite a while."
