On a side note I would like to commend the Japanese for controlling there birth rate and actually lowering it ! In a nation the the size of Japan a sky-rocketing birth rate is not something which breeds a better life for anyone there IMHO.

It's more of a sociological accident than a result of planning. Nobody planned for birth rates to fall below replacement rate (~2.1 kids/couple). Now a bunch of nations are facing serious problems with negative population growth.
