japanese character support installed but not showing in IE?

Running updated XP and trying to view the site http://www.moea.gov.tw/ in IE, but the japanese characters are displaying as jargon. On my other computer they show up right, but not my laptop. I've checked all the IE language and advanced options to make sure they are the same on both systems and they are. Also, japanese language support file is present and active on the laptop.

any ideas?
