I doubt the skirts are structural members.

The skirt isn't, but it isn't bearing the load, either - the frame of the car is, which is what is actually sitting on the block. You don't see it because that's what a car's body is for - hiding all the bits underneath.

And a jack in the photo is a reasonable thing - how else are you gonna get it back on wheels and off those blocks?
