He had to serve time just because he was talking to someone about buying drugs, when he wasn't even in possesion of them? How can you be sent to Prison for talking about buying drugs?

I was under the impression he ochestrated the actual drug deal. He set the thing up and was a cocaine middleman. I'm sure there is something illegal about that.
