Jail, Tobbaco, Snakes, wtf?!

I'm talking to this girl from rural PA and she's telling me about how people throw tobbaco into prisons for the prisoners to smoke...

I don't get what the draw of doing that is... for the outsiders... i

I worked in a private prison about 10 years ago (in the administrative department). Contraband (cigerettes mostly) was always a problem.
