technically its not a handout, i doubt the jail is a private company
 
I like how they include, "Ms Peters said fellow convicts...would not talk because...it is a criminal offence in Germany to help somebody escape from jail" like it is some obscure notion.
 
The chief warden of the jail told the BBC this was an embarrassing incident.
