Police were alerted to the crime after a man walking his dog found the head of 25-year-old Tristian Lovelock in a park next to the St. Nicholas Court project in Hampshire, southwest of London.
Police superintendent John James said detectives were looking for Richard Markham, a 27-year-old resident of the project, whom they want to question about the murder.
James said the crime scene extended from the park where the head was found through the project up to Markham's house.
