IWill XP333+ problems w/motherboard or CPU?

I bought this motherboard less then a month ago and I'm having problems getting it set up on one of my machines. I've narrowed it down to a few situations. I thought it was that the AGP port was faulty, as I couldn't see any video. But I tried a PCI card and that's faulty as well. So the only thing I have left to think is that it's a bad motherboard or a bad chip. It did work at one point when I was first installing it and 10-15 minutes, but after I turned it off once, it failed to work again. When I try to turn on the computer there are no beeps nor are there any sounds that the HD is being read. I've never had the computer on without a heatsink, but could I have damaged it from changing the heatsinks? Thanks for any help guys.

If it's not too late take this P.o.S. back, this board is nothing but trouble.
