IWill KK266-Plus voltage erratic?

I'm trying to track down a potential bug with IWill KK266-Plus motherboards. It appears that the 3.3v and 5v lines are really erratic under load. The traditional voltage mods seem to have no effect.

I was wondering what voltages others are getting? Please mention your PSU in your response as well!
