This has spread. The protesters are actually blocking most of the exits to atleast one building here in DC.

I think protesters are great, but I do have problems with them interfering in the lives of other people, no matter their cause.

More than 100 activists for the disabled, including dozens in wheelchairs, blocked a stretch of Constitution Avenue NW for much of the day yesterday to protest Justice Department policies.

The protest shut down the heavily traveled street between Ninth and 12th streets NW, in front of the Justice Department's headquarters. Motorists faced detours from 12:30 p.m. through the evening rush hour as police allowed the demonstration to continue. The protesters began to leave about 8 p.m. after meeting with Assistant Attorney General Ralph F. Boyd Jr. and agreeing to a dialogue with Justice Department officials.

"We're feeling good that there is a beginning, and we'll have to wait and see what happens from there," said Marsha Katz, a spokeswoman for the protesters.

The activities were organized by the group ADAPT for the second day in a week of planned events.

ADAPT leaders said they wanted to press the Justice Department to force states to make changes that would result in better conditions for the disabled, such as less emphasis on nursing homes and institutions and more reliance upon community-based programs.

Protesters arrayed wheelchairs in front of the Justice building and across Constitution Avenue, and some held a banner with "Stolen Lives" written on it, intended to dramatize the condition of some disabled people in nursing homes and other restrictive environments.

A Justice Department official defended the government's record on the issue, saying that authorities have investigated seven government-run nursing homes in recent years and are pursuing probes of eight others. D.C. Police Chief Charles H. Ramsey said last night that his department made no attempt to arrest yesterday's protesters or forcibly clear the commuter thoroughfare because similar ADAPT demonstrations in previous years had ended voluntarily.

"People look for us to do that sort of thing [make arrests]. And if we do make arrests, we wind up getting criticized," he said. "If there's some way we can try to let them get their point across but not make arrests, that's something we'll do."

and now you see why i dislike just about any and all protestors in america...

they are actively trying to disrupt my life. everytime there's some dumb picket line at the crosswalk and they get in the way of my car, it takes every ounce of decency and humanity in me not to floor it.

I don't mind some disruption. Walking around people, having to throw away a half dozen pamphlets, or saying I don't want to sign a petition because I think you are a moron is one thing. I just hope they clean up all of the trash they are throwing around out there.

If they didn't what would be the point? Without causing a disruption, no one will notice them.

i don't mind them handing out things or asking me to sign something.... i don't view that as a protest really.... more like a solicitation. i guess i've been around in this commercialized society not to mind that too much :p

All entrances/exits are now blocked. I believe the entrances to the train are also blocked, but the entrance I can see to the Metro is open.

Some disabled (differently abled, crippled, whatever) are put into nursing homes instead of taken care of at home. Medicaid (I think) distributed 75% of the money for this to paying for these people. These protesters dislike the fact that the money that is put into medicaid is being spent in this way. They want to be taken care of at home instead.

I say good for them. We should get everyone that contributed to medicaid together and have a big vote to determine what happens, with the stipulation that the money amount not increase.

Wheelchair or no, you block a street, you get asked to move. Refuse to move and get cited and forcibly moved to the sidewalk. Resist and get cuffed.

Simple, really.

They're leaving now. Although, I kind of wish they had decided to leave us alone when the fire alarm was going off.

If you were really unable to get out and you really wanted to make a stink about it, you could probably sue ADAPT for wrongful imprisonment (or something like that). They were holding you in that building against your will. Get a good lawyer and the right liberal judge, you might just be able to make a go of it.

I could have jumped the fence. And I hate frivilous lawsuits. They're gone now, I don't leave for another 40 minutes, I'll be fine as long as I can get idiot programmers to stop being idiots.

cleaning up trash is not protestor jobs. Its the city public cleaning crew job to clean up

This is NOT civil disobedience. Civil disobedience is breaking an unjust law, and having it tested in court (a la Rosa Parks). Civil disobedience is NOT breaking a just law that has nothing to do with your protest, and violating the rights of people who have nothing to do with your protest.
