IOW, the 2002+ Civic Si = bad deal for the $$
Yeah, I think it runs too much on the name to rely on sales. It's just too slow. The sentra SE-R Spec V would be my choice (and I say that not just because I'm a nissan fanboy) over an SI, though with a $20-25k budget it would be a crime to end up with 160 HP (132 torque) and a car that's too small to carry much as well.
 
WRX is a kick ass car, but you just might go over the 25k budget w/ that one. (not much dealer incentives last time i checked, it was like 27k out the door.) this year's model has a different front lights, which i think looks better in a pic, but haven't seen it in person to tell.

another option: most non luxury car cos are having zero interest financing, so this is a really good time to buy a new car from what i hear. I"m actually gonna go check out the Mazda 6 this weekend, and i also like the protoge 5 not bad for around 17, 18k

Mazada 6...forgot about that one...that is a kickass car...teh V6 model is one quick car too, I was really suprised when I test drove it.

handles like a dream too... i would save a little more and get an rx8 tho... just my .02...
