ITX case for low noise air cooling, full size GPU

I'm trying to get a gauge of how much smaller ITX really is versus mATX given some restrictions.

CPU will be air cooled
Full size custom GPU (not a blower)
Regular PSU with 140mm fan
Low noise

The Fractal Define Nano and Phantek Evolv ITX

The problem with them is it seems like you are suffocating the GPU due to the combination of a full size PSU basically covering 1 of the fans, and it shows in terms of temperatures.

Both the Nano and Evolv ITX have plenty of extra room for water cooling radiators on the front, and 3.5" drive slots which you may or may not need, and a cable management compartment that is not necessary.

Cooltek UMX1 Plus is much more compact at just 16.1 liters (most of it vertical). Nano S is 26.8 liters, Evolv ITX is a microATX-sized 34.0 liters. The UMX1 has decent enough cooling potential with 120mm+80mm exhaust fans and can fit up to a 160mm deep PSU (same as Nano S) and a 130mm tall heatsink (e.g. Freezer i11, Noctua U9B, True Spirit 90M are small enough). This is enough for a moderate CPU overclock and a well cooled GTX 1070 or any GTX 1060. Unlike with the Nano S and Evolv ITX, the PSU does not heat up the graphics card - it draws warm air away from it. In ocaholic's review, temperatures were fairly low for both the 2500K and 660 Ti.

It may not be easy to find outside of Europe - you can always consider shipping it from Germany if price is not a concern.

Fractal Design Core 500 is more readily available and less expensive, and has a nice amount of fan slots for a sub 20 liter case, and very good PSU and CPU cooler compatibility. But it actually takes up just as much table space as a typical microATX tower and over 2 times as much as the UMX1 Plus or similar cases, it's just lower in profile.

Thermaltake Core V1 or its cousin Suppressor F1 might fit the bill at 21 liters. Fits any length PSU and a 140mm tall heatsink. Also takes up a lot of table space.
