iTunes sharing on one Mac

Can 2 separate iTunes accounts sync with different iPhones, on separate OS X user accounts? Would like to share the 'same' music library but selectively sync the songs...

User A - 3GS
User B - iPhone 4

Is it easier if I just used one OS X user account?
 
One account can sync multiple iDevices, and mutiple accounts can also sync multiple iDevices. One you cannot do (easily, if at all) is have multiple accounts sync 1 device.

Put the iTunes library where both can get at it, and crazy go nuts.
