Trailer hitches are designed to evenly distribute the load of the trailer / contents to the tow vehicle. Many factors decide how much a car / pickup / suv can tow including:

Type / Class and mounting of the receiver hitch ... frame mount is strongest

Engine horsepower & torque ... more weight needs more of both

Type of transmission .. manual can handle more power than automatic
and gives driver full control of what gear to use and when.

Internal strength of transmission and rear axle gears

Tranny needs an oil cooler for towing or it will overheat (especially automatic)

Engine cooling system ... should be heavy duty (more coolant, larger radiator, with fans that are on during towing .. switchable for electrics or a non clutch fan)

None of that is really relevant for the OP's question though. The load is taken by the caster wheels, and he'd crawl along in 1st gear going very slowly. Hell, you could hook a 40T trailer up to a 5 year old on a tricycle this way and he'd be able to move it with sufficient gearing.

Just about every piece of four wheeled farm equipment(hay wagons mostly) i've seen towed with a tractor has some amount of wiggle to it going down the road.
Maybe that's just because it's farm equipment & not put together with road use in mind but that could be a factor in any four wheeled trailer.
