I was in the parking lot the other day, and I was watching an old lady pull out of her spot as I walked. She reversed straight back, then literally pulled on the wheel 5-6 times to turn(took about 15 seconds), and pulled into the lane verrry slowly. There's no way someone who needs to take take 'steps' in turning the wheel is going to react to a road hazard in time to save themselves or others from a collision. That lady was too feeble to be driving safely.
My personal opinon is that yearly road tests should be required after age 60, or under certain medical conditions causing someone to be similarly weak.
