Okay, new question: if a stamp is stuck to an envelope, can it be cut off and taped or glued on to another envelope?

As long as it isn't stamped, I believe it's still valid. By stamped I mean the wavy marks that get stamped over it at the post office to signal that it's no longer valid after reaching its destination. So in other words, if it hasn't been in the mail system and the stamp isn't physically damaged, you're golden. But I'd use glue, not tape, they won't like tape.

That is correct. As long as the tape doesn't completely cover the stamp, so that it can be cancelled with the wavy marks, it will be accepted.
