Seriously, the only thing that I can think of right away is "anecdotal evidence," but since you used the word "anecdote" in your definition I somehow doubt that I've identified the term you're looking for.

Are you referring to a straw man argument? It doesn't really match the description you gave, but perhaps you inferred the wrong definition.
