A recent study shows that average salaries for top-performing CIOs & other IT managers are beginning to fall, the first time since the 1980s. Looking at the averages, it still seems quite profitable.

I would assume it would go down, i mean with especially the fall of the dot.com's and the slowing of the economy. IT people are the easiest to let go. If you have 10 IT guys in a small company. It saves more money to lay off 5-6 and have the 4 guys do all the work. Now to compensate for the harder work of the 4 guys, you give them a little raise. In the end, you still save money.

Management is NOT IT. It's just some guy who manages IT, not some IT worker who knows anything. I'd be betting that normal IT rates for programmers and such are staying about even, I guarantee you there are no pay cuts that I know of. :p (dot coms excluded)

That is so true, but I'd like to add that different industries/companies are going to work different ways. We had a huge layoff at my company last year and those who were at the top often got sacked just because they were more expendable. You could fire one to keep 3. The other view of it is that when a company is started (which many started in the 90s), it's required that they have more people or outsource to get their network or computer systems up and running. It just takes more people to implement new systems and software than it does to maintain them. So I can understand the reasoning behind sacking those who are "less needed" and outsourcing when a larger workforce is required in the future to cut costs.
