I haven't seen any reports of evidence or intelligence that Lybia was currently a nuke proliferation threat.

IMO, Lybia was a nice PR coup for the Bush Administration.

If by "Bush Doctrine" you mean a policy of first-stike pre-emtive attacks, (based on either good or bad intelligence)--no amount of results, real or imagined can vindicate such an immoral doctrine.

Bush doctrine has stuck us nationbuilding in Iraq for reasons that have been proven false.
