Does anybody know what effect humidity has on overclocking?

It seems to me that if humidity is high, the water content of the air blowing across the heat sink will carry heat away faster. Also, high humidity helps keep dust down.

How about high altitudes, do chips overclock less in less dense air?

Contrary to popular opinion, humid air is much less dense than dry air. Any skilled pilot should be able to explain density altitude to you. In essence, air density is inversely proportional to both temperature and humidity.
