Issues with XP Pro SP1 and USB

I have been working on building an arcade style cabinet and am using XP Pro SP1 for my OS, it is a typical PC except it uses an encoder board to run arcade controls and has a pass-through for a keyboard which I have never used. I have had my encoder and computer system set up and working in my office for the last year, everything works fine. So I am now almost done and bring my arcade cabinet in to finalize the setup of everything. I unplug my usb hub (everything was going through a small 4-port hub, keyboard, mouse, encoder) as I now no longer need my mouse and keyboard and just plug in the encoder directly into one of the usb ports on the mobo.

Nothing works now....

I check wiring on the encoder, everything is fine, I plug the hub back in along with my keyboard and mouse, the mouse works but keyboard does not. I thought I had perhaps blown up the encoder, but I plug it into my main PC (also XP Pro SP1) and it instantly fires up and works fine so it isn't the encoder.

I go back to my arcade pc, uninstall all of my usb drivers, restart my pc, XP SP1 fires up, finds and load my usb drivers, I plug in my encoder, XP states it finds the trackball, spinner, all interface devices, etc., but it still doesn't work, I plug in my keyboard, XP says it finds it, but keyboard still doesn't work, plug in my mouse, mouse works, interestingly enough, my mouse works, my spinner and trackball work, but my keyboard does not, it doesn't matter if it is plugged into the keyboard out on the encoder, or whether it is plugged into the computer directly with either the PS/2 converter or into a usb port in the hub or not.

I have deleted usb drivers, updated to the latest, it still doesn't help.

I plug it into my other PC, it runs great.

What the heck am I missing, it's driving me insane and I am really close to just wiping the drive and re-installing, obviously I would rather not, but thought I would ask any of you if you have seen anything like this before.

The motherboard is an ECS K7VTA3 version 6.0, FYI, and it now has the latest usb drivers, BIOS, etc., on it.

Any ideas anyone has to assist in getting past this would be greatly appreciated. I know it has to do with me pulling everything from the usb hub and moving to the ports on the mobo, but I need this thing to run without the hub.

I should also note that my keyboards, usb or ps/2, work on boot-up to get into bios just fine, it's just after they get into XP that they stop working. Also interesting is that the keyboard will work momentarily in notepad while the drivers are still loading when I first plug it in to a usb port.
