Issues with usb 1.1 and directx 8.1

I have an Epox 8k7a board with USB 1.1. When I play games that use directx 8.1, the controller is no recoginized, but I can use the same controller on an older game that uses 8.0. Does anyone know of a fix for this? Or maybe something else is wrong. Any thoughts? This is starting to get really annoying.
