Issues with Task scheduler

Anything I throw into Task Scheduler seems to be running in the background. I can see it under System Processes, but you can't see it running. I would have to kill the process, and start it manually. This is with any program I throw into it. What seems to be the program? It's a Win2k environment with SP2 applied.

BTW, same issue before I applied SP2.
