Issues with Android VPN implementation?

The latest updates to OpenVPN linked to these worrisome release notes:

I'm not enough of a networking guy to know exactly what this means for daily useage and usefulness. Anyone able to interpret? How bad are the Android-side issues?

Each release of 4.3 and 4.4 messed up VPN. Especially the 3rd party ones, and further especially the ones that works with root access. My main phone is still the N4 with 4.3 on which most VPN woes have been resolved thanks to the devs. I assume it has something to do with security "features" of new versions of Android, but I haven't ruled out more nefarious intentions of Google.

Nexus 5 will be my last Nexus experiment. My next upgrade will be either Samsung/LG/Sony.
