Issues with an Asus Vivobook I5-8265U

Hi, I have two issues with an older Asus Vivobook A509F with i5-8265U, 8 GB DDR4 and 500 GB SSD.

1. When I want to enter BIOS, I can only enter Legacy mode, although my System Information says the BIOS mode is UEFI, I installed the Win10 from a UEFI USB and the drive is GPT. Can anyone enlighten me what is going on? Where is the UEFI mode of BIOS?

2. I have a feeling the CPU i5-8265U is not pulling its weight, because I have compared it with some other older CPUs (which I own myself or I borrowed from friends) like desktop I5-2500, laptop i7-4720HQ or i5-6200U and it seems to be slower than all of them, in particular the first two, although the reviews and benchmarks I have seen on the net suggests i5-8265U should be the better one.
I ran a CPU test with AIDA64 and it seems that the turbospeed of I5-8265U stalls around 2.5 Ghz (it has a 1.60 Ghz base speed and 3.9 Ghz Turbospeed, theoretically). Any suggestion how I could confirm my suspicions? Perhaps the 3.9 Ghz Turbospeed of i5-8265U is just for show?
