Trace is first step in MANY steps the'll throw at you, police won't do a thing unfortunatly but you can give them a try.

Best bet? CC charge back is seller won't refund, tell the seller to deal with UPS & ask for a full refund, otherwise it's a disputed charge right?

turns out the diver is a dumass for releasing the package without checking ID, but he isnt a crook (crosses fingers)
 
How long have you lived at your current address? My guess is that the previous owner is trying to put something over on the immigration service claiming a now false address to have some important documents delivered. Something is fishy.
 
Glad to hear you got your packages back. It's really annoying to have to deal with people who don't speak english well. I'm running into that a ton in my college campus now. TAs get pissed off at you because they can't communicate with you effectivly all the time. Gotta love it.
