issue with DVD burner drive

i have an IDE DVD burner (I forget which brand I bought)

whenever I put in a disc (CD, DVD, whatever) and it begins to spin and read, Windows hangs for a good 3 seconds or so. Nothing can be done during these 3 seconds - no mouse, video hangs, audio hangs.

Anyone know what causes this? Is this problem specific to the drive? Is there some way to configure it so that it doesn't cause Windows to hang?
 
That stall is - SOP - Standard Operational Procedure

The dead time happens to us all. Nothing you can do about it.
 
Happens all the time, this post comes up once at least a year and I just saw a discussion about it recently... say a month or two ago. Nothing can be done and it is normal.
