Stupid question, but did you mess with your taskbar properties? I have people at work ask me about this sort of thing all the time and they have usually checked or unchecked something on their taskbar properties.

Have a look in the registry to see if you can find where the settings are stored. I'm not on XP so can't really check right now, erm, mine are at

HKEY_CURRENT_USER\software\microsoft\windows\currentversion\explorer\advanced

Either way, if you can find those values, search for the same key names, and it should show you the other users settings, then you could replace yours with theirs, thus replicating their arrangement.

I dunno if you'l be able to find them, but yeah, try searching for TaskBar StartMenu that kinda thing in regedit... it might just be that the dimensions are set wrong.

Try moving the screen alignment up?

Move the screen alignment up, and if the taskbar is even slightly isible, click on it and drag it up, you should be able to both expand it or drag it somewhere else. (on it right click and check lock taskbar isn't tickedbefore doing this)

just some ideas.
