ISP in Washington DC?

I'm looking for a cheap broadband ISP in Washington, DC. Many tenants in my building use Starpower. Are there better, cheaper alternatives?

I would prefer at least 640 kbps, and $40 or less. Any help?
 
Check your local websites, check rr.com, check comcast.coml, check attws.com, etc. Check all the broadband sites. I'm sure they can tell you (most of the time) by putting in your zip code.
