ISO editor that works with DVD (data) ISO's?

I'm looking for an all-in-one tool that allows me to open and edit ISO's while preserving boot image data. I want to combine the contents of two bootable discs into a single bootable DVD. I know that WinISO is supposed to be simple and intuitive, but the full version still assumes that there is a 700MB barrier.

It would be great if there is an open-source tool that can do this. The ISO standard is well-documented, so why is it so hard to find an adequate tool for handling ISO files? Windows should have built-in support by now!

If you can extract the boot img from the bootable disc you could do this yourself, although you need a program that can create a bootable DVD.
