Iso buster question

Ok, so I got a .rar file, extracted it and I'm ready to burn it but its too big. The file is 720 mb when I extract it. The guy that gave it to me told me it would be a 720mb file, but then he just said "burn it and you'll have a 627mb cd".

Now when I open up this file in Iso Buster, it indeed shows this file as a 627mb file instead of 720mb. When I open it up with a cd recording program, (clonecd, nero, ezcd, etc) it still shows as a 720mb file though, and wont l;et me burn it because its too big.

How can I get the cd burning software to recognize this file as a 627mb file and not 720mb?
